Frequently Asked Questions about TV-L
Answers to the most common questions about the TV-L calculator 2026 and the collective agreement.
The collective agreement for the public service of the German federal states (TV-L) regulates salary, working hours, vacation, and special payments for employees of the federal states in Germany – with the exception of Hesse.
The TV-L was agreed on October 12, 2006 and has been regularly updated, most recently with changes from December 9, 2023. The TV-L is negotiated between the collective bargaining association of German states (TdL) and the trade unions ver.di, GEW, GdP, IG BAU, and dbb civil servants' association.
The TV-L applies to employees who are in an employment relationship with an employer that is a member of the collective bargaining association of German states (TdL).
Excluded from the scope are, among others: senior executives with individually agreed working conditions, employees earning more than pay group E 15, trainees, and marginally employed persons.
